Lighting upgrades have a bad reputation for one reason: people swap bulbs and skip the aim. The result is that wall of glare you curse on the highway. Aiming after any headlight change is not optional here, it is the last step of the install, done against a wall with a tape measure the way it is supposed to be. You get dramatically better light, oncoming traffic gets none of it.
The other half of this category is wiring done properly: fog kits on a relay and a fused circuit, light bars switched cleanly, everything loomed and routed away from heat. Lights are simple, doing them so they still work in two winters is the trade.

The honest answer: LED bulbs in housings designed for halogens live in a grey zone across Canada, enforcement mostly follows glare. That is exactly why aiming matters and why quality bulbs with a proper beam pattern matter. My rule is simple: good bulbs, aimed correctly against a wall, glare checked from a driver height. That setup lights the road properly and does not attract attention for the wrong reason.
Because the bulb sits differently than the halogen the housing was designed around, and even a few millimetres moves the beam. Unaimed LEDs are the glare everyone complains about, and they often light the road worse despite being brighter. Ten minutes with a wall and a tape measure turns brighter into actually better, which is the point of the upgrade.
