Yes. A cat-back replaces everything after the catalytic converter, so the emissions equipment stays untouched, which is what the law actually cares about. The remaining line is noise: Ontario law expects a muffler in good working order and no unreasonable noise, so a quality cat-back is fine while a straight pipe is a ticket collecting interest.
No, and I would rather lose the job than pretend. Removing a catalytic converter is illegal on a street car, full stop. If you bought one, most sellers take returns, and the high-flow catted version of the same pipe gets you nearly everything you wanted legally. That one I will happily install.
